When 'Bright Enough' Is Not the Same as 'Safe Enough'

A garment that glows under a warehouse fluorescent light looks nothing like the same garment at dusk on a rain-slicked highway shoulder. Yet thousands of organizations across the United States continue to source high-visibility workwear based primarily on visual impression and unit cost—two criteria that have almost no reliable relationship with actual protective performance.

The result is a visibility gap: a systemic failure in which workers believe they are protected, supervisors believe they are compliant, and procurement teams believe they have made responsible decisions. All three assumptions may be wrong simultaneously.

Understanding why this gap persists—and how organizations can close it—requires a clear-eyed look at the standards governing high-visibility apparel, the market forces that undermine those standards, and the procurement practices that allow substandard gear to reach the field.

What ANSI/ISEA 107 Actually Requires

The American National Standard for High-Visibility Safety Apparel and Accessories, published by the International Safety Equipment Association and commonly referenced as ANSI/ISEA 107, establishes the technical benchmarks that define genuine high-visibility protection. The standard is not a single threshold. It defines three performance classes, each calibrated to a specific risk environment.

Class 1 garments are intended for workers in environments where traffic is separated from the work zone and speeds are relatively low—think parking lot attendants or warehouse personnel operating near slow-moving equipment. These garments carry the minimum background material and retroreflective tape requirements.

Class 2 garments are designed for workers who face greater exposure to vehicular traffic or equipment movement, including roadway construction crews, utility workers, and survey teams operating near active lanes. The background material and retroreflective tape requirements increase substantially.

Class 3 garments provide the highest level of visibility and are required wherever workers face significant traffic exposure at higher speeds or in complex visual environments—highway maintenance crews, emergency responders working alongside interstate traffic, and railway workers among them. Full-torso and limb visibility is a defining feature of Class 3 compliance.

Each class also specifies material performance: the retroreflective elements must meet minimum coefficients of retroreflection, and the fluorescent background materials must meet chromaticity standards that ensure visibility in daylight conditions. A garment can be bright, striped, and labeled as 'high-visibility' without satisfying any of these requirements.

The Market Problem: Compliance Theater in the Workwear Aisle

The high-visibility apparel market in the United States includes a wide spectrum of products, from rigorously certified Class 3 garments engineered for highway exposure to inexpensive vests that bear little relationship to any recognized standard. Both categories are frequently sold side by side—in catalogs, on distributor websites, and in big-box retail stores—with minimal labeling distinction visible to the average buyer.

Safety directors at mid-size contractors and municipal public works departments frequently describe the same procurement challenge: when budgets tighten, purchasing agents default to the lowest unit cost that appears to satisfy the requirement. A vest labeled 'ANSI-compliant' may technically carry that designation based on outdated or misapplied testing, while a garment that meets the 2015 revised standard's more rigorous retroreflective performance thresholds costs meaningfully more.

The price differential between a legitimate Class 2 vest and a noncompliant alternative can be as little as four to eight dollars per unit. Across a crew of fifty workers, that translates to a few hundred dollars in apparent savings—against a risk profile that no reasonable organization would accept if the tradeoff were stated plainly.

What Incidents Reveal About Visibility Failures

Occupational Safety and Health Administration incident data and academic research on struck-by fatalities in construction and highway work zones consistently point to visibility as a contributing factor in a significant share of worker fatalities. The Bureau of Labor Statistics reports that transportation incidents and contact with objects and equipment account for the majority of fatal work injuries in construction occupations—categories where high-visibility apparel is specifically intended to reduce risk.

Investigators reviewing struck-by incidents frequently note that workers were wearing some form of high-visibility garment. The more relevant question—whether that garment met the performance class required for the specific exposure environment—is often unanswered because procurement records do not document the standard to which purchased garments were certified.

This documentation failure has legal and liability implications that extend well beyond the immediate safety concern. When an organization cannot demonstrate that its purchased apparel met the applicable standard for the work environment, the compliance defense evaporates.

A Framework for Evaluating High-Visibility Workwear Beyond Price

Organizations that take visibility safety seriously apply a structured evaluation process before any procurement decision is finalized. The following framework reflects the practices of safety-forward facilities and construction operations.

Step 1: Map the exposure environment. Before specifying any garment, document the specific conditions workers will face. What are the traffic speeds near the work zone? Is the environment well-lit or subject to low-light and dawn/dusk conditions? Does the work involve proximity to moving equipment? Each answer informs the minimum performance class required.

Step 2: Require third-party certification documentation. Vendors should be able to provide test reports from accredited laboratories confirming that specific garments meet ANSI/ISEA 107 requirements for the claimed performance class. Garments that carry only a manufacturer's self-declaration without independent test documentation warrant additional scrutiny.

Step 3: Evaluate retroreflective performance across conditions. Retroreflective tape that performs adequately when new may degrade rapidly with washing, abrasion, and chemical exposure. Request wash durability data and field performance specifications. Some garments are engineered for extended retroreflective performance; others are not.

Step 4: Consider the garment's full lifecycle cost. A Class 2 vest that retains its retroreflective performance through fifty wash cycles represents a meaningfully different cost-per-use than a lower-priced alternative that degrades after twenty. Factor replacement frequency into the unit cost comparison.

Step 5: Integrate visibility apparel into your broader PPE program. High-visibility garments do not operate in isolation. Evaluate how vests, jackets, and coveralls interact with other required PPE—hard hats, harnesses, reflective accessories—to ensure that the total ensemble maintains visibility without creating fit or mobility compromises.

The Organizational Responsibility That Cannot Be Outsourced

Compliance with ANSI/ISEA 107 is not merely a regulatory checkbox. It represents an organization's commitment to the principle that every worker who steps into a high-risk environment deserves equipment that performs as intended. That commitment begins in procurement, but it does not end there.

Supervisors must be trained to recognize the difference between a compliant garment and one that merely resembles one. Inspection protocols must include visibility apparel alongside other PPE categories. Replacement schedules must account for wear, washing, and environmental degradation rather than relying on workers to self-report when a vest no longer performs.

The organizations that close the visibility gap are not necessarily those with the largest safety budgets. They are the ones that treat high-visibility workwear as a technical specification rather than a commodity purchase—and that hold their procurement processes to the same standard they hold their workers' behavior on the job site.
